This Discussion Paper provides a brief overview of examples of perceived successful local government reform in other jurisdictions, in order to inform the preparation of a submission to the WA Local Government Reform Steering Committee that will argue for strengthening metropolitan governance in Perth. The focus is on the wider context, local government structure and functions, and evaluation in the light of the international literature, with regards to five city-regions: London, Vancouver, Montreal, Auckland and Brisbane. This comparative analysis is used to discuss potential future government models for, and key emerging themes on, local government restructuring in metropolitan Perth.
