In 2018 the State Government created the Aboriginal Procurement Policy which sets targets for the number of government contracts awarded to registered Aboriginal businesses in order to develop entrepreneurship and business opportunities for the Aboriginal community.
Following the 2019-20 Financial Year the results showed that the 2% target was surpassed when 5.5% of government contracts were awarded to the value of $172 million.

Kate Ingham
Deputy Director General, Advisory Services of Department of Finance
Kate Ingham was appointed as the Department of Finance’s Deputy Director General, Advisory Services in October 2020. She is also Chairperson of Finance’s Reconciliation Action Plan Committee.
The Advisory Services team provides advice and support to government and industry on reform, policy implementation and procurement. The team also delivers critical services to vulnerable members of the community.
Under Kate’s leadership, the team coordinated the supply and delivery of more than
five million face masks for vulnerable Western Australians and essential public service workers during the COVID-19 pandemic.
Kate has extensive experience working across Western Australian Government agencies including the Office of the Auditor General, State Supply Commission, and the Departments of the Premier and Cabinet; Education; and Health. She started her public sector career as a Graduate Officer with the then Department of Treasury and Finance and is a member of the Finance Alumni Network.
Kate is passionate about elevating performance by focussing on people. She cultivates talent by developing cohesive work environments that empower and unite teams.
In her spare time, Kate is a keen horse enthusiast and competitive rider. She has eventing experience at National level and has coordinated horsing events across Western Australia.
